I can't "out" a phone. Help!!

Can you please post the correct SCH code for us.
If the phone is being used by someone else, the switch would disconnect them and then out the phone. It would give you an error of SCH5523 (dont quote me), but then phone would still be outed. It would help if you could post the output of the switch when you are outting the phone.

If you print the TN you want to out, you will see a prompt named BFTN with the TN of the monitoring Set.
If you print the TN of the monitoring set you will see a BFS key with the TN of the set you want to out.
Remove that key and the BFTN prompt will be gone if you print the TN again.
If there are multiple BFTN prompts repeate the process.
If all the BFTN prompts are gone you can out the Set.
