I can't override some trunk.

I have Meridian 51C. Use two types trunks: COT (2 wires) and TIE (PRI). When user 1 is connecting with anoter PBX by COT trunk user 2 can override user 1. But when user 1 is connecting by PRI user 2 can"t override it. CLS WTA is on all TIE trunks and PLEV 2 on rout. User 1 have PLEV 2, user 2 have PLEV 6.
