I can't get on the internet as I get a socket error

I have been trying unsuccessfully after reformating my computer to get my dsll connection to work. At this point I can't even setup my user connection profile because when I try to open the program I get this message-

! Windows socketinitialization failed

I have reinstalled the internet connection program. I also have reinstalled my ethernet card, all the drivers.
This computer has completely reformated within 3 days from today and it worked then, but had many errors so I reinstalled windows98 yesterday and fixed all the registry errors, etc..now the only error I continue to get is this socket error, everything else seems to work great.

Please help me if you have encountered this problem before. I am stuck, so is my SBC dsl provider tech support.
 
Try removing all networking components (Control Panel - Networking), (Your DSL adapter, TCP/IP...especially the TCP/IP components) and then reboot your system. Then reinstall the DSL, which should hopefully install your TCP/IP component.

Check the bindings on each (Properties, Bindings) and make sure that each of the components is bound to that which is necessary. Such as, you don't need your TCP/IP bound to a dialup adapter.

You also don't need to run IPX/SPX or NetBeui so it's best to remove them.

If, at any point, it asks you to keep or replace any existing files, replace them.
