I can't create view having an Order by clause 1

I am trying to create a view in SQL Server 8.0 but it won't create due to an order by clause in it. If I use TOP 100 it creates the view but the view only pulls 100 records. Is there any workaround to this? Thanks.

select top 100 percent * from .....
