I cannot create or modify color categories in Outlook 07

I am one of the network administrators here. I have a user who cannot create new color categories or modify existing color categories in an Outlook 2007 appointment calendar that she is the owner of. The calendar is a file that has an XNK extension.

The color categories are gray. She cannot use them.

Does anyone have any suggestions?
