I can only receive email when I send an email in Office XP

I'm having trouble with my Outlook in Office XP. The only time I can receive any of my emails is if I send out an email to the outside. Internal or external, it doesn't matter. I can hit the send/receive button all I want, but it still does nothing until I send an email outside of my company.

So far I'm the only person who is having this problem.

Any suggestions would be appreciated.
