I can make tasks of backup & recovery with different users in BE8.6 ?

What you are getting ready to do is have a big cluster mess. Backup Exec is user specific and in order to run the software you have full permissions on the server and on the items you want to backup.
What you need to do is explain to each user their specific duty and instruct each one on how to conduct the recovery and backup process. You may want to give them screen prints and have them do a test jobs until they are comfortable with their responsibilities.
We have over 75 servers in a large Enterprise network and backups are conduct daily 24/7. Every member on the IT/Network Technical Services is instructed on how to use Backup Exec to some extent.
