I am running win2k server with exch

I am running win2k server with exchange 2000 being backed up to veritas backup exec. I have the exchange agent installed and it is backing up the information store correctly, at least it says so in the logs. I am trying to restore this backup from tape to another exchange server but I keep getting this:

Do you have access to the other Exchange Server? It appears that the other server is not allowing the connection to take place.

I have access but do I need to get a remote storage server liscence for this server?
 
I know you need Remote Agent if Backup Exec is not installed on the server that you are doing the backups from. That would also lead me to believe that you need Remote Agent to restore to a server that Backup Exec is not installed on.

My only concern is that the error message is not saying anything about the Remote Agent and usually if it's needed the log will give an error saying so.

Have you looked in the Event Logs for the operating system?
