Hunt Groups on BCM 4.0

I have a BCM 200 4.0 and I am setting up hunt groups. I have the first hunt group overflowing to a second hunt group after 15 seconds, then having the second hunt group overflow to a third hunt group after 15 seconds. All of the phones that are in the hunt group do not have cfwd NA turned on. When I call the first hunt group it rings the phones 3 or 4 times then rolls to the second hunt group and rings the phones 3 or 4 times then falls to VM. How come it doesn't ring the third hunt group? Any ideas
 
Why wouldnt you just change the Queue time in the hunt group field to a 180 sec instead of re routing them from hunt group to hunt group?
 
We need it to ring diffent set of people if it doesn't get answered after 15 seconds. If I change it to queue to 180 seconds will it still ring different people? If so how?
 
no it will only ring the people in the 1st HG. sorry i didnt think you were having it ring at different sets each time. so somehow its just getting to a VM?
 
One of the sets in the second or third HG must forwarded to VM either on busy, NA or manually forwarded.
 
Hunt groups take precedence over call forwarding. This has to be a timer issue.
