hunt group won't ring

On and NBX 100 I have a hunt group that doesn't ring at the devices included in the group. When you call it never goes to voicemail even though I have an extension specified in the 'call coverage'. What am I doing wrong?

1. make sure that at least 1 phone is logged into the group and online.
2. set the group as a calling group not linear or circular.
3. set the per device timeout to 24 (4rings)
4. set the total timeout to 24
5. set the call coverage to 500FAAAAA4#ext#*F replacing ext with the extension of the VM you want the call to be sent.
6. test by calling the extension of the HG ie 4004 or 404...
