Hunt Group voice mail showing "Busy" when trying to access from Virtual Voice mail

Has anyone experienced this. I am running an IPO version 11.0.4.4, embedded VM set to IP Office, and I have a Hunt Group set-up with voice mail. We use Visual voicemail with the embedded voicemail of the IP Office. There has been several occurrences that the user goes to collect the voicemail using Visual voicemail and she receives a "Busy" in the window.

Does any one have a solution for this?
 
How many voicemail ports do you have.
Look at SSA and see how many times the ports are congested .

Maybe to many users access mailboxes at the same time
