Hunt Group solution not working?

I'm learning Avaya v7 using Site Admin v6. My current challenge is thus:
I have a vector where I want a selected destination to 1) ring phone A, then if not answered 2) ring phone B, then if not answered 3) ring another extension or go to a voicemail. One of these options will be setup with the extension and another of these options will be setup with the voicemail.

An additional requirement is that the initial call always routes to phone A, and phone B is only called if phone A is busy or doesn't pick up.

In order to test this, I have created a Hunt Group (Type: DDC) with phone A as member 1 and phone B as member 2. However, calls to the HG go straight to phone A's voicemail when not answered instead of failing over to phone B.

So I tried configuring a coverage path tied to the hunt group and modified the HG to only have phone A as member 1, then the coverage path has phone B as point 1. This setup will ring phone A, then when not answered ring phone B while continuing to ring at phone A. No voicemail is reached in this setup.

Modifying coverage point 2 to go back to phone A doesn't seem to ever hit voicemail, and they both continue to ring. So at this point I'm not sure how to get this working, which seems like a very simple setup. Any assistance is appreciated.
 
Is the hunt group set to queue? That might make a difference but I'm not able to test it to verify.
You could probably just set up a coverage path to do all of the tasks: ring phone A for 3 rings, ring phone B for 3 rings and the last point is the voicemail hunt group. Create a virtual extension and assign the coverage path to it or keep the hunt group but remove all the members from it and set the coverage path on it.
 
Great suggestions! I ended up testing a route-to a virtual station that uses the coverage point to a VDN/Vector with the Messaging skill to phone A and it worked! Many thanks!
