Hunt group forwarding on release 9.1.500.145 1

I have a hunt group with a phantom user that uses a short code with no special characters.

Hunt Group set up as sequential with phantom user

phantom user ext has forwarding short code 88888

when I dial the short code it dials the external number, but when I call the user or hunt group i get a busy.

this has always worked for me, not sure if something changed or if its a glitch.

we are using a PRI
