Hummingbird doesn't open for all users

we are using hostexplorer 10 and it works fine when I log into the computer and when I have a test account but when someone else logs into it, they get a blank hummingbird neighborhood and it doesn't launch. we have profiles and windows xp
does anyone have any ideas on how I can fix this? or is there more info needed?
