https and certificates

I have been having this problem with Internet Explorer for about a month now. Basically if i try to view and https:// site such as my credit card information IE simply gives the 404 server cannot be found error.

I know the server is up and running because i can log in with Netscape Navigator. The error that occurs with Netscape is that you get multiple popups asking you to confirm Certificates that Certificate Authority is Expired, that they are out of date. This occurs on a variety of websites so i know it is not just that one.... So it basically means that the error is somewhere on my machine. The time is set correctely, this is refelcted in the Certificat Message

What i think is happening is IE was not designed for this certificates error and does not know what to do. Netscape atleast gives you the option to decide what to do. IE just times out and gives the 404 error, another example of really good programming on Micro$ofts side lol

If any one knows of a way to fix this, please respond, i have updated IE to the latest update etc....
