httpd: bad user name apache

I get it when I type 'httpd start'

Check in your httpd.conf

User <os user>
Group <os group>

This tells to httpd to run as different user.

yes... I changed it to a existing user and it works..

To copy your users from one system to another, does one have to do more than copy the home dirs and the /etc/passwd and /etc/shadow files ?
This may seme like a strange question,but I'm making a bootable cd and I'm transferring the users. Apperantly the user apache (which does exist on my original system but does not have a homedir,but there apache works) did not exist on my new system and I would like to know why.. Greetz,
