After system reboot everthing works fine.
However if Oracle HTTP Server service fails, or has to be
restarted for whatever reason (like change in httpd.conf) it starts temporarily, unable to start servlet (but OK for HTTP documents for about minute), and then fails. Only way to "restart" failed Oracle HTTP Server service to remain functional is to reboot server. I have several IAS and this happen almost on all of them (clean install after empty OS).
