turns out the article works great... I would use the CMD prompt to reset IIS as nothing worked until I happen to try rather than use the GUI reset.

Glad that worked out for you. I usually do an IISRESET after any change to IIS. Usually I do IISRESET /NOFORCE multiple times until it works, to make sure that I don't kill it in a way that will make my changes void.
