http://localhost/ & 127.0.0.1 not working

I installed a WAMP bundle (apache2triad) on my computer and a few weeks ago it stopped working all together. I reinstalled it - still nothing. I even tried other packages and another time, apache itself. Still I have not been able to get it to work. Whenever I type in the default ip address - 127.0.0.1 in a browser, tyhe same thing happens. What could be wrong? I need to get a php/mysql server back on my system. i do web development as a freelancer.
 
Is apache running? Is the Windows firewall blocking it? Did you make any changes in httpd.conf that would bind it to a different port or address? Did you or anybody else install anything that may be using port 80 such as P2P file sharing software or another webserver?

Is Apache listening on port 80? Run 'netstat -ao' and look for processes in the LISTENING state. Apache should be there.
