In IIS there is a tab for HTTP headers. What exactly does that do or how would I use that?

You can put any valid tags that you might put in between the

<head></head>

tags on your pages, and your IIS will return those headers as part of the response to any http request that is made.

For example, you could put a title in there, and then get rid of the <title> tag on all your pages, and they would inherit the title that you specify there.
