HTTP Error 500-13 - Server too busy

Could it really be too busy? Then:
If this is your development machine. Then try stopping and starting IIS a couple of times or reboot. I had this same problem on a new box after I installed the .NET framework. .aspx pages ran fine. When I tried an .asp page all of the sudden my server was too busy. After a couple of reboots it mysteriously fixed itself.
