HTTP error 403

I have a problem where I can't reach specific web sites, instead receiving the HTTP ERROR 403 page:

You are not authorized to view this page
You might not have permission to view this directory or page using the credentials you supplied.

One example is this page:

http://books.kpl.org/screens/opacmenu_s2.html

I know it's ISA related because I can access the page fine if I re-route through a VPN server we have on the network.

I've got my HTTP rules pretty much wide open. I'm stumped on this one, anyone have any ideas?

Oh yeah I should mention it's ISA 2004 sp2

Can anybody who's behind an ISA2004 SP2 server do me a huge a favour and see if they can open this page:

http://books.kpl.org/screens/opacmenu_s2.html

I'm just curious to know if I've misconfigured something or if ISA has a quirk that blocks these pages.
