HTTP Error 403 - Forbidden

Hi i am new to installing Apache. I am seeking to see the magic words "It Works" but to no avail, instead I get the error message below. I know it has something to with user chmod or incorrect user name permissions. And am not sure which files to edit to resolve. Any assistance would be appreciated. Thanks in advance.

The one you requested ?

What URL have you tried ? If it was simply [ignore][/ignore], then see the [tt]DirectoryIndex[/tt] files in the [tt]DocumentRoot[/tt] directory. ( Check your httpd.conf file for the values of those directives. )

It is useless to post Explorer's user friendly error page, because it says nothing.
