HTTP downloads of .flv files not working

I need to set up IIS 6, so users can download .flv files by selecting the name of the file. I have set up the publishing point with browsing enabled. As of now, the only way they can download the files is to "right click", and "save as". if they left click on the file they get a 404 error.

Any help would be appreciated.
