HTTP 403.9 ERROR MESSAGE

My Ecommerce site was launched 12 hours ago. Through we shouldn't be exceeding traffic limitations by any definition of the meaning, we are frequently experiencing the following error message:-

HTTP 403.9 - Access Forbidden: Too many users are connected
Internet Information Services

I have upped the number of allowable connection in IIS as much as I can, but the error seems to still be appearing.

Any ideas?

Which OS and IIS version?

In Windows 2000 pro there is a hard coded limit of 10 concurrent users.
