HTTP 1.1 Server Too Busy Error

Certain clients accessing our site frequently receive HTTP 1.1 Server Too Busy error messages. When I say frequently, it may happen once every 3 or 4 pages. Other's do not receive this message at all, ever. This is not a load issue - RAM and CPU processing power are not the issue. It's also not a timeout issue - the Server Busy message comes up immediately.

As recommended by Microsoft we have turned ASP caching off but this doesn't seem to have had any effect.

The problem seems to occur more often in Netscape.

As well, I can't verify this 100% but when the problem crops up, the client invariably has both IE and Netscape installed.

Any ideas?!

We are using IIS4 and NT 4.0.

Are you storing objects in session or application variables?
