.htpasswd not accepted by win 98

Hi everyone. I have phptriad( apache,php,mysql,perl) installed on a win98 server, using one of the nuke flavors as a content manager. Most everything is working but I can't seem to setup permissions for apache. I need to create a download folder with access for anyone that wants it. I setup a .htpasswd file and user/password and a .htaccess file. However when I try to login I get an error saying the pass is either incorrect or my browser doesn't know what to do with the info. Any suggestions? Is this maybe an encryption prob? I have seen this problem posted on other boards by other people but no one has ever answered it. Secondly, is there another way to create a download folder besides passwords and ip addy ?

I really have no idea what you are actually looking for.

It should be in your error logs.

I don't really want to pass protect them. These were instructions I received from someone else.

The error logs do me no good if I don't know what the heck I am looking at.
