I am trying convert and html document which displays pictures and text into a full res, 300 dpi PDF. Some one help.

You might try to Google 'convert HTML to PDF'.

Looks like you will need to use an external software package to do so, though I could be proven wrong.

But I doubt it could be done easily at all through coding.

If you have PHP available, it has a function that can convert it on the fly, and then prepare it for download. but of course this falls out of the realm of this forum.

Ignorance is not necessarily Bliss, case in point:
Unknown has caused an Unknown Error on Unknown and must be shutdown to prevent damage to Unknown.

Does the web page have 300dpi images in it to start with?
If it's a 'normal' page then the images will not be of high enough resolution for printing.

Making a print quality PDF won't improve the images, they simply don't have the resolution there to start with. You may be able to 'res them up' via interpolation but the quality may suffer.

If this is for a one off then you could find someone with a Mac and get them to print the page as a PDF. The text should be postscript and resolution independent but any images will be low res I'm afraid. You may then be able to extract the images,re-res them in Photoshop and place them back into the PDF using Distiller.
