HTML Standards/Guidelines

Hi,

I'm looking for some sort of Standards/Guidelines for creating HTML screens.
I have created some HTML pages in computer with 21 inches monitor. When I opened these files in computer with 17 inches monitor everything was mess.

make sure to use percentages in all your tables & not specific values, when resolution changes, all your values change.
