html pre loader working but not swf

I have tried 3 different pre loaders all with the same results.

I have a flash movie (no sound or video) which is 2.5mb when i upload it to the server which has the flash mime setting installed i can view the .html file and the pre laoder works great, but I want to view the swf file.
Well IE always wants to download the swf file before it starts it and the pre loader doesnt start while it downloading.

Any ideas??
