HTML PAGES ON A NEW SERVER DEFAULTING TO UTF-8

If anyone can help me here is the situation... I have a basic html site with the charset to Western European ISO encoding. Since I moved hosting companies the pages are defaulting to UTF-8. Hosting Tech Support is not helping much. I beleive this is a server issue. They just purchased this dedicated server and I believe that the server is telling browsers UTF-8. It happens in IE, MSN, and Netscape. Tech Support says it has to be the HTML file, however I dont buy that since the file, the ftp program, etc. is all the same. The server is the only thing different. Here is the big kicker, the servers are through the same company, one was shared and now moved to a dedicated. Can anyone help?

It's most likely a configuration problem with your web server.
Can you compare the two configs?
