This can be done in R5 by selecting the "Format for messages addressed to Internet addresses" to "MIME Format" in the "Mail" tab of the location document.
If you are using R4 and an SMTP MTA the system will convert Notes rich text to MIME but not HTML.
There is a "war" going on in various news groups as to whether HTML should be used for mail formatting. HTML is actually the language used for creating web pages not email. As with the web clients, different mail clients will display html in various different ways. Personally I would avoid sending rich text messages via the Internet when possible.
You can do it by creating a person document and a mail file for the person you want to send email to, give them an internet password, and permission to connect to a mail file over the internet. They can then use IE to access their mail file, e.g.,
