HTML mail is sending in Plain text with Corporate mail

I am using Outlook 2000. We have reconfigured it to use the Corporate Mail setting with MS Exchange Service because we need to send an e-mail to everyone in our address book which has over 7000 contacts. The e-mail is in HTML format. Send as HTML is selected and Send Internet Pictures is also set. The message appears fine in our outbox but when we send it, it is recieved as Plain Text. This is even when we just send it to one person for testing purposes. Has anyone encountered this problem? Is it a true bug? I can not find anything about it in the MS Knowlege Base. Please Help!!
 
The recipient’s e-mail program may not recognize Hypertext Markup Language (HTML).

If you send a message that contains a specific e-mail format, the message may not look the same for the recipient because some e-mail programs may not support formatted messages or pictures.

The recipient cannot view the formatting or pictures in the message if their e-mail program does not support HTML.
 
Nope. The receipient supports it. Sending it to the same address from internet mail shows up as HTML.
