HTML Layer Variation in Firefox

I am having a problem with a website that is comprised entirely of tables, with a small seperate layer. When I view it in IE, the layer appears where it is supposed to appear, however in Firefox it tends to appear down and to the right (approximately 5-10 pixels) of the location I assigned it to. Could you please tell me if Firefox has chronic problems to do with layers, or if there is a better way to go about this, because I want to avoid making scripts to offset the layer in Firefox.

The first thing to check when different browsers give different results is the doctype: Make sure you have a complete and correct one.
