HTML Header Location - how to use

I know how to use Header(Location) in PHP, but what is the HTML equivalent of this?

Well darn. That's what I thought it was, but it's not working the way I expected. In the end I just ended up using the "refresh" meta tag instead. I wonder why the "location" one is not redirecting for me?
