html email graphically dressed

How can one make graphically dressed e-mail, that companies use for email and that looks very nice in outlook?
I mean the advertising emails that one gets every now and then.
I fail to see with what kind of software this can be done.
 
Most of the time these are done using email companies like mailchimp or newsweaver.

You can do this using Dreamweaver for laying out your design. But it's a bit of a learning curve.

You should google "campaign monitor", there are certain criteria you can look out for.

Using things like Newsweaver they offer analysis of who is clicking on what links etc. Something you don't get if you do it yourself.

You need to be able to understand and design using xhtml and css, but I don't recommend css for emails.

Both offer email list services and contain guides and tutorials that it is very important you study before sending email campaigns.

There are many issues beyond creating the mail related to spam laws, how addresses are gathered etc. and, perhaps most importantly, how you actually send the email (it's not as simple as you'd think). They also provide list management services to handle unsubscribes and additions to your mailing lists.

Both of the above services have templates that you can modify and monitor statistics for you. They are also very inexpensive.
