html components and tomcat. (table sorting)

i'm trying to get html table sorting working in tomcat. what i want to do is something like this:

.When I open this file in IE6 locally the sorting works just fine but when I put it up on tomcat (i'm using apache tomcat 4.0) and access it through tomcat it doesnt work. the sorting is completely disabled. any thoughts on what might be wrong? or other sorting options that might work?
