HTML 2 COBOL VIA TEXT FILE

I want to use IE browser as screen inteface to a programes that will be writen in COBOL.

Can any one know a scripte that read and write data from HTML form, to TEXT file in the local computer.

COBOL program will comunicate the HTML pages in local pc via
reading and writing the TEXT file.
