.htaccess Security on new httpd.conf (Apache 1.3.2)

Ok now its time for the word HELP!!!!

ok we got setup in this way

root directory (a sample not the real thing)

/home/website/

then we want to have private access for
directories

http://website/forum/forum.html

which is the following directory on the server

/home/website/forum/

So followed steps to secure directory
created /home/website/forum/.htaccess
and also . htpasswd

got a user of (example) test:dhfjdkt

try going into the secure directory
and no security appears , however the website
shows its happy self infront of me ..

What is not correct , any ideas ?

Change "AllowOverride none" to "AllowOveride All".
