.htaccess file: allow access to only one file in a directory

I want to be able to do this:
- in a private directory have a file which can be accessed publicly

I have searched all over for the answer on this one but it doesn't seem possible. You can make the other way around...by including which files should be protected in the certain directory.
(This is all because of FrontPage saves the navigation images in the directories where the html files are?)
