HSCL2928 DLPAR ADD I/O resources failed error

When I try to add a DVD device to a LPAR on a p570, I get the following error:

HSCL2928 DLPAR ADD I/O resources failed: The I/O slot dynamic logical partitioning operation failed. Here are the I/O Slot IDs that failed and the reasons for failure:
U7877.001.DQD2AZD-P1-T15 (21020003).

The device is not allocated to another LPAR, and there is no problem when adding to the other LPARs, only this one.

Any idea?

R you sure this dvd is not assigned to another lpar?

ok if not then try to assign the dvd to another lpar and make sure that it is working then try to move the dvd from that lpar to the destination and see what happens

Have you rmdev'd the device from all lpars?

did you rebuild the managed system?

Yes, I removed the device from LPAR. I can assign to other LPARs without problem. Also did rebuild the Managed System.

You've double checked that the slot for the dvd drive was added to the profile of the lpar as desired (before it was powered on)?
