Hpjsiroute - HP background service

I have a PC running Win98SE. At startup it is running two background services called hpjsiroute. In msconfig they are shown with an ip address as a command line paramter e.g. hpjsiroute 192.0.0.1 - does anyone know what this is and what would have installed it?
