HPGL2 viewer and PDF export

Our company sells a CAO software used by surveyors for land consolidation.
Plot files are written directly by our soft in hpgl native language.

We're looking for a software giving the opportunity to our customers to view their drawings and to export them to pdf.

On the web we found two softwares (ViewCompanion and splot32) but unfortunately the result given seems not to be the same as the drawing printed on our plotter :
- french word accents are not correct
- some colours may not be correctly rendered
- when plot-file contains hatches, these hatches are too large, the scale is too big.

Has anyone face the same problems ?
Does anyone know another software that renders an hpgl2 native file perfectly ?
