HP4200 Error 13.20.00

Getting error "13.20.00 Jam In Top Cover Area" - paper path is clear, have checked sensors -ok - tried a new OEM cartridge - same result. Any thoughts?

Perhaps have a check on the fuser for jammed debris or perhaps a broken/misaligned fuser flag.
