HP Surestore C1537a Unable to load diagnostic Tool

I am using arcserve 2000 to backup data daily, I have just bought 12/24GB Tapes from HP C5708a (125m)same as my old tapes, but Arcserve cannot format them - "Unrecogniseable format" Tried to download the diagnostic tool from HP but it gives an error during initialisation of setup!,
Server used is an Win2000 Server.
Its an external HP Surestore DAT24 C1537a drive.
