HP ScanJet 2200 Always Busy

Any ideas why when re-installing a PC in a new environment (3x now) the HP scanner gives message that it is busy and being used by another application. The only other application that comes to mind is a Kodak share camera SW which I disabled and camera is not plugged in. Using Win XP Home and scanner is USB. Lamp lights, but cannot scan. I cannot remeber what I did 9 months ago to get this to work.
