actually what you would need is a USB to Parallel cable, where you hook up your printer cable on to...
Like this one:
NOTE: that website is in Germany, and shipping charges would be horrendous to the US... it is only to show that there is such a cable available, and could be found in the US, e.g. NewEgg...

But I have already bought that USB to Parallel cable and it still doesn't work.
I think my next option is to buy a PCI card w/ a parallel port on it. I will see how that works.

when you look for the Parallel card, make sure that it supports both EPP and ECP, e.g like this one: Rosewill 2 port Parallel (SPP/PS2/EPP/ECP) Universal PCI card Model RC-304

Are you sure you want to stick with that printer? Sounds like it was already having at least some compatibility issues with Windows XP, so now 2 versions later - Windows 7?
Take a look here on HP's website for instance:
You could spend $100 or less, and get a brand new all-in-one printer with ink that is USB, maybe also wireless, and get by better than sticking with a printer that old.
Just a thought. I'd just hate to have already spent the money on a USB to Parallel cable, and then also buy a PCI Parallel card, and then possibly find you'll have further issues with the Windows XP install.

Of course, you can change around the search critiera... I just searched for Inkjet printers under $50, sorted by customer rating. There's a Canon all-in-one for $49 listed, and the ink, I believe, would run you around $30 (though I didn't check to verify, that's just based on what I found a while back).
