HP Pavilion XE783 Power Supply?

I'm fixing this computer for a friend... He tells me that when he went to turn on the surge protector his computer 'popped'. I'm assuming it's the power supply (Bestec Power Electronics Inc. Micro ATX-100-5 100w). I was wondering on different ways to check if it was the power supply or not. If I plug the power supply into a wall outlet and power it on should the fan spin? I think I'm going to just have him buy a new power supply, because it seems to be his problem. If I could have some help as to where I could find a micro atx power supply that'd be mostly appreciated.

You will be happier in the long run replacing case and power supply, even though you may have to replace floppy and CD to do it. Power supply is grossly underpowered and subject to blowing again after a short time.
This is also suggested only if the parts have standard mountings. Ed Fair
