HP Netserver LC3 won't go into setup

I have an LC3 that I need to get back into action (was inherited from an acquisition. When I try to boot it, it won't go into setup. It will go through the memory tests and when it lists dimm info, it displays a (F2) setup message but won't go. I have done a clear config with the mobo and the system acknowledged that I have done it. I have taken the battery out and then put it back in. I have disconnected all SCSI devices, IDE devices, and the floppy trying to get into setup but to no avail.
I think that the BIOS had been updated but I don't know whether it was successful or not.
Any suggestions would be appreciated.

if it has a second scsi card you may have to remove it i had a similar problem with one were it cause it to do that.
