You can usually configure a DHCP server to reserve one or more ranges of addresses as fixed; make sure that the printer(s) are configured to use address(es) within the reserved range(s).
If you get on HP's site, and do a search for WebJet Admin. Download this program and install it. After that, you can load it and have it search for printers. It should find your Deskjet 1100. If it does not, you can have it search via the IP that it is currently using. After that, you can use the program to change the settings, as well as make it have a static IP Address.
I have been able to just let the DHCP assign whatever IP to the printer that it wants and then reserve that IP in the DHCP. Once the IP is reserved the printer won't ask for another and everything is then essentially static for that connection.
